VicRoads have apologised after thousands of emails to Ballarat residents taking part in the digital drivers licence pilot were sent with the wrong names.
Locals raised security concerns on social media, after incorrect surnames were featured on the licence emails.
VicRoads say the mistake was due to its electronic direct mailing system and no other personal information has been disclosed.

They have apologised to everyone affected by the error.
The digital licence pilot will start in the city next month.
