A new study has found Ballarat has some of the cheapest fuel in the state.

Commissioned by the RACV, the figures have revealed Benalla, Ballarat and Bendigo all make up the top 10 places with the cheapest average price of unleaded annually.

On average it costs 137.5c a litre to fill the tank with unleaded in Ballarat, which is well below regional Victoria's average price of 142.7c a litre.

At the other end of the spectrum, Ararat is listed as one of the most expensive places for unleaded fuel at 150.9c, and is more expensive than Melbourne's priciest suburbs, including Kingsville (146.5c), Gardenvale and Ringwood East (146.3c).

Kyabram, near the state's border was also recorded as having the highest prices, with an average of 148.9c a litre.

RACV Vehicle Engineering manager Michael Case says the prices can be attributed to how competitive an area is, with more competition driving prices down.
